Adams County and the City of Corning, Iowa are excited to begin the process of updating their Comprehensive Plans to create a long-term vision for their communities. This site can be utilized as a tool to stay connected with the plan and will be periodically updated with new information and updates along the process.

A Comprehensive Plan is a community's visual guide for growth and development.
Comprehensive Plans are future-oriented plans that guide the future planning and development of a community and guides future decisions and policies regarding zoning, development, and public infrastructure investments. The public can utilize this plan as a guide to better understand the community that they live in and see what strategies are employed to improve the quality of life for residents.
The Comprehensive Plan will be completed in four phases with a projected adoption date of April 2025. The plan is currently in Phase 3: Draft Plan and Evaluation.
The Public Input Summary Report is now available for review. These results are compiled from a variety of engagement activities, including the Public Workshop held on September 25, 2024, online engagement activities, as well as community member interviews.
The Iowa Smart Planning Act (2010) outlines ten Smart Planning Principles for preparing Comprehensive Plans. These guiding principles help with preparing and guiding recommendations within a Comprehensive Plan:
A Steering Committee is established to oversee the development of the Adams County and City of Corning Comprehensive Plan.
The Comprehensive Plan was kicked off with a Steering Committee meeting on August 19, 2024.
