This site can be utilized as a tool to stay connected with the plan and will be periodically updated with new information and updates along the process.

Several engagement activities and opportunities were organized to collect ideas from the community for the future of Adams County and the City of Corning. Though the activities are now closed, you can still view the engagement activities and responses.

Public Input Summary Report

The Public Input Summary Report provides a summary of results from each engagement activity from the comprehensive planning process. This includes results from the Public Input Workshop that was held on September 25, 2024, online engagement activities, as well as community member interviews.




What is a Comprehensive Plan?

A Comprehensive Plan is a community's visual guide for growth and development.

Comprehensive Plans are future-oriented plans that guide the future planning and development of a community and guides future decisions and policies regarding zoning, development, and public infrastructure investments. The public can utilize this plan as a guide to better understand the community that they live in and see what strategies are employed to improve the quality of life for residents.

The Comprehensive Plan will be completed in four phases with a projected adoption date of June 2025. The plan is currently in Phase 3: Draft Plan and Evaluation.

The Iowa Smart Planning Act (2010) outlines ten Smart Planning Principles for preparing Comprehensive Plans. These guiding principles help with preparing and guiding recommendations within a Comprehensive Plan:

  3. Clean, Renewable, and Efficient Energy
  4. Occupational Diversity
  5. Revitalization
  6. Housing Diversity
  7. Community Character
  8. Natural Resources and Agricultural Protection

  10. Transportation Diversity

A Steering Committee is established to oversee the development of the Adams County and City of Corning Comprehensive Plan.

The Comprehensive Plan was kicked off with a Steering Committee meeting on August 19, 2024.
