The Route 9/Downtown Parkville Complete Street Improvement Project is focused on improving vehicular, bicycling, and pedestrian connections throughout Downtown Parkville from 4th Street on the north, east along 9 Highway to the Park University entrance, west along West Mill Street to Northwest Crooked Road, and south to the railroad tracks.

The purpose of the prior phase of work was to explore alternatives to create a recommended street and sidewalk network to serve those traveling to and through Downtown Parkville. The recommended option (known as Concept B) was selected by the Board of Aldermen to move forward into the roadway design process. Concept B is provided below:

This next phase of the project is focused on designing the new roadway and infrastructure improvements for construction.

During this phase, a series of engagement activities were available to provide comments on draft concepts, share stories about Downtown Parkville, and complete a brief summary survey. These activities were closed on January 20th, 2026. Click the buttons below to review the engagement activities.

What's Next?

The Streetscape Design Concepts and Survey will remain available on this website for feedback until Friday, January 16, 2026. These activities have now been closed, and input is being tabulated and summarized for next steps in the project.

A second public meeting will be held in Summer 2026 where our design team will share a summary of the community input and survey results, preliminary cost estimates, and the recommended streetscape design options that are being incorporated into the construction plans.

Following this meeting, the Board of Aldermen will host another public meeting to review results and recommendations to clearly define next steps as the project proceeds into bidding and construction (anticipated in 2027).
